You have to give him time to do what he wants. You are not the only thing or the most important thing in his life. Give him a break.

He has work to do. Believe it or not, some things are more important than you. He'll talk to you when he can. The fact that he cares about work is a good thing, it means he is going places in life. Stick with him.

Each guy is different. If your boyfriend isn't loving you like you think he should I would suggest making sure you know how you want to be loved, let him know how you want to be loved, understand his definition of loving you, and determining if his way of loving you is sufficient for you or not.
