As you can see here http://www.hwcompare.com/6327/radeon-hd-6950-vs-ra... it is theoretically possible to do that . The 6950 uses about 200W at full load. This would mean if you maxing out the GPU constantly at 100% then the cards would pull about 400W leaving 200W for the rest of your system. I HIGHLY doubt that would be the case. I mean you having 2 6950s in crossfire pretty much ensures that they won't both be at full load. Apart from wattage we also have to think about the amp rating. With that triple rail design I would venture to say that it can handle it. Would that be the PSU I would buy for my system? Oh HECK NO.I would choose a 750W PSU. You may want to see this as well http://www.legionhardware.com/articles_pages/intel... . The numbers seem a bit low but what do I know. I mean manufacturers call for 600W PSU and that is saying 151W for the entire system?
The idle power consumption of the 32nm Intel Core i7 2600K and Core i5 2500K processors is extremely low, especially considering that the above results are for the entire system, which includes a GeForce GTX 580. Under full load the Core i5 2500K system consumed 151w, 9% less than that of the Core i7 2600K.

HD 6950 "Minimum" power requirements for 1 card is 500 watts, with 2 75 watt 6 pin connectors.
That tells me the card is rated at a max of 150 watts.

So, your 650 watt PSU is at the "minimum" power required to run crossfired. You stand a good chance of overloading the PSU if you plan on any heavy game play.
There were also recommendations in the reviews about upping the cooling capabilities inside the box.

It should according to it's page, but that CPU and that Crossfire setup may give it a beating:
