It's just inside the city gate on the right, next to the warmaiden.

you buy it from the smiths father on the porch area at the back of the castle overlooking the throat of the world. go through the passage to the right of the dane up the stairs.

You get it from the warmaidens dad, Avictus or whatever his name is. He usually stands by the King.
