Your cooling system thermostat is probably defective.

if your cooling system is working fine at low speeds and the heater inside the car is hot When you drive on the motorway at high speed the wind chill will over cool your engine and stop the engine heating properly try blocking part of the rad with some cardboard and see if this improves the heat inside the car make sure the water in the header tank is at the correct level and you have no leaks good luck

Sounds like either the thermostat is stuck wide open or you have a substantial airlock in the heating pipework. Most likely the 'stat.

Change the thermostat, after checking your water level.
