If he has allergies, which is most likely, the first thing you want to do is take the allergen away. Medication is only temporary. You can find out what he's allergic to by having a simple blood test done at the vets. They'll send it off to a lab, and you'll receive the results in a few days. The first thing I would look at is his food. What are the first ingredients? If you find corn, wheat, and soy, it's possible your dog is allergic to one of these, and you may need to switch to a higher quality, holistic brand that doesn't have any of these ingredients in them.

you can soothe him with oatmeal baths, but you want to find out what is causing the itchiness. Most likely it is an allergy. Look at the ingredients of his food, the most common allergens would be corn or wheat. You can try a grain-free food for a minimum of a month and see if he is better. In the meantime, you can put an elizabethan cone on him to keep him from chewing himself. You can also give him Benedryl.
