What does this quote mean?

Well sheep could mean anything from gullible to innocent as already stated. Theyve most likely come to accept that that is the way its going to be.And wolves could mean manipulators or people willing to do anything to make themselves look good. For instances a good example would be a dictatorship is the government of wolves and its people "nation" are the sheep breeds.

I would guess, that if the people in a country are innocent, like sheep, then the people that rule them will be "hunting" them, so to speak, by doing things such as insensible taxxes, crazy laws, etc.

So to sum it up, a nation of innocent people, gains a corrupt government.
