I have a 6 pack that you can see pretty well and I am holding a bet with my friends. The bet is who's abs look better. We have a month to make them great.
My problem is you can see my abs but there is a small layer of fat on it. I play basketball competitively and am in good shape. My core is decently strong. My question is:
How do i remove that layer of fat or skin on my abs? What work out?
How do I get those nice sex cuts? Do I work the hip flexors?
I am 6ft and 165, so im lean, I want to know how to get a smaller waist?

Eat all protien, no sugars or starches, drink plenty of water.
Continue your workout (if you already are) but amp up the reps and weight.
It's not healthy, but you'll get the results you want.

That has almost nothing to do with working out. You need to watch the calories that you intake and make sure you're burning off more than you eat. Continue to do ab workouts. By the way, sit ups and crunches do almost nothing for your abs and they will negatively affect your back in the future. Do a plank position and six inches. (Six inches is where you lay flat on your back and raise your feet six inches above the ground and hold it for 30-60 seconds)
