This is completely dependent upon what you mean by "good", which may depend on what you expect it to do.
It certainly is not a gaming machine so performance is not high on that computer.
If all you want to do is surf the web, send email and check out Facebook then it may be perfect for you.
But keep in mind, a lower performance computer already doesn't run so fast and when you add antivirus and other protection software, install your programs you intend to use you may find it is really slow in the end.
The 4gb Ram is shared with the video card so you will never have 4gb available to the system.
If it fits your budget, meets your needs and has a cheap warranty - go for it. It is tough to know what others really mean by "good computer" though. Hope it works out!
