In Modern Warfare 3, are the Russians and Russian Ultra nationalists on the same side?

I'm pretty confused at this stage, because i know that Russia wanted to have peace with USA but then the ultra nationalists kidnap the president, befor it could be done, and THEN the Russian Army and the Russian "terrorists" are invading the same country and fighting the same enemies.... Doesn't make sense to me!!!

Update:

I've played MW1 and 2!

In MW2, the american you play as is undercover with the Ultranationalists when they commit the massacre in the airport. The American is killed, and is found at the scene, incriminating the Americans in the plot. So, Russia declares war on America and invades. The Ultranationalists are trying to take over Russia, but not by actively fighting at this point. In MW3, the president tries to make peace with America, angering the Ultranationalists, who then kidnap him. The Americans, as well as other countries, work to save the president, but the chemicals are released in the major cities by the Ultranationalists. Eventually, The Americans save the president and return him to safety from the Ultranationalists. Task Force 141, with Captain Price and Soap, was a group disbanded and hunted down by Shepard in MW2, and, due to his his trying to destroy the Ultranationalists, is taken in by some Russian rebels. At this point, the Ultranationalists are all but in control of Russia. These men help the "official" American soldiers, helping save the president and kill Makarov, supposedly ending the Ultranationalists.
