Building a pistol range in one's basement in MN?

How would one look up the existence of any city ordinances on building/using a pistol range (.22, 9mm, and .40 ammo) in one's basement. The house is an ICF building with basement walls of about 21 cm of reinforced concrete. A cleanable backstop could be bolted into place. The building is nearly sound proof, i.e. once could explode and "M-80" in the basement and it would not be heard outside the home. Would one be required to get permits for this "decorating" project? Would it be legal to discharge a firearm in city limits if no one can hear it?

Under what theory of property rights could city restrict the use of ones dwelling?

Have looked into city/local codes. No specific mentioned that a pistol range would be illegal. In my dealing with the city, it has always been to not tell the city your intentions since they will tax you for anything out of the ordinary. I am not sure why such a range would be illegal. However, a neighbor had city officials over at her house because another neighbor informed on her when she witnessed some industrial gas bottles being delivered to her home. She is an artist and she does welding and cutting with an oxyacetylene torch. Again, when did private property become controlled by local bureaucrats?

    Kinda stretches the meaning of the old acorn " If you fart in the woods and no one smells it, did a fart really happen?"...

    If the property is zoned residential, you will run into problems...

    If you try to make a commercial go of this.. and forgo the MILLIONS you will have to carry in liability insurance.. you will need your head examined....

    You will have to look into local zoning ordinance for your idea. I have seen them in cities but I'm sure the red tape is significant. Good luck in this endeavor
