Who said "A camel is a horse deisgned by committee"?

Somebody really knowledgeable about business dealings and committee results.

A committee is a body that keeps minutes and wastes hours. It is composed of drab conformists with a deadening of initiative--men of little flair compensating for their failure of imagination by banding together in castrated herds that call themselves committees.

They say the camel is a horse compromised in a legislative conference committee. I wish I knew who said it; I'd really like to be able to cite the quotation.
