Best budget digital camera that can take clear, detailed photos, and can record decent-length videos?

I am in need of a new digital camera, but I don't want to buy one that will cost me more than $200. I want a digital camera that can do the following:

- Take very clear night photos(where there is no blurry effect from the lights which my old camera does)

- Take photos of things far away(such as a label or sign), with the zoom in function and still be able to read the words on the label or sign(that are in the photo...zoomed in or not).

- Take be able to record decently-long videos. My current camera can take videos that are about 5 minutes long. Are there any digital cameras(not camcorders) that can record videos that are closer to 10 minutes? I have my doubts, but I thought I would ask anyway.

Can people share personal experiences with their cameras rather than just send me a link to a list of digital cameras? I have already looked at tons of lists of digital cameras. Anyone knowledgeable about digital cameras would be a great help.

Update:

Well I plan to get a digital camera that can be hooked up to a tripod. Once I have a tripod...what are some really good budget digital cameras that are capable of all of the above?

Steer far away from the cheapest stuff and you should be able to do it. Yes you need a tripod for the first section.

I would say a Canon A series will do you fine. It is and stays a compact but it has some zoom [it isn't a superzoom] and good lenses. A good lens is a starter if the lens is bad no matter what you do the image is lacking.

You can look at cheaper superzooms like Kodak, but Kodak is Crap! And you'll find that it isn't worth the cheap price you paid in the end. Good Superzooms are probably out of your moneys reach so stick with the up to 10x zoom and you' ll do fine. Canon, Sony, yes even Nikon can work out for you.

Kodaks are always nice, and never to expensive, Nikons are more expensive but have better quality.

Try the Sanyo VPC-HD2000A HD. I think it cost exactly $200.
