I'm not sure on this one, if he liked you but didn't fancy going out for walk, I would have thought he would say no, but then suggest some other activity to do instead. Don't build your hopes up and let him make the next move. If he doesn't. then there's your answer.

I think he actually means.. it's too cold for a walk haha, and by making it up to you, he probably means he will do something else with you.. something indoors, or maybe walk on a warmer day? Not sure if he likes you back.. but yeah just remind him about when he said he'd make it up to you and hang out with him and see where it goes from there

sounds like he likes you. see what he does in the next few days and if he doesn't say anything about it then ask him how he is going to make it up to you ;)
