I do NOT believe that the code and the no start cold concern are related! The P0017 is a code for the correlation between the crankshaft and camshaft positions. If the deviation between the crankshaft and CMP exceeds a calibrated amount, DTC P0017 will set.
This is usually caused by a sticking VCT (variable camshaft timing) solenoid ( I have also seen this code set if the engine oil is extremely dirty) For the no start I would look at the ECT (engine coolant temperature) sensor that is out of range!

Hmm, the old POO17? That means Park it Or Offer $17 trade in value. LoL!
Likely this is a camshaft or crankshaft position sensor issue.
