how to position the text box and other component in html independent to the browser size?

Question

i have used this code 

.center {
	position: fixed;
	bottom: 200px;
	right: 400px;
}

but the  component change the pos when i minimize the browser or just change its size

That's because you're using pixel units. Use percentages instead, e.g.:

bottom: 10%;
right: 20%;

Adjust to taste.

Just set a width/height for a text box div and use percents. Could use relative positioning, but better sometimes to tell the browsers exactly how you want your page laid out.
