The cheapest I can think of is the Hyundai Santro Automatic, which costs nearly twice your budget. But if you re open to the idea of buying a used automatic, you might be able to get one that fits your budget neatly.
You might be able to get a Zen or Wagon R automatic, if not an automatic transmission Hyundai Santro. If you re really lucky, you might be even be able to locate an used Cielo automatic, which you could get for around Rs.45,000-65,000. Because there are very few buyers for automatic transmission vehicles, there are only a limited no of used automatics around. Please get a mechanic to check the condition of the car before buying. Take a test drive if you can. Many cars that were flooded in the Mumbai floods have developed problems with their transmission since. And an automatic is not something you can easily fix, and not at a local workshop. Having to replace an entire automatic transmission might turn out to be a very expensive proposition.
Just to show an example, here is one which offered at Rs.75,000. I do not know its history, so please keep in mind that I'm not vouching for this car or even recommending that you buy it.

Shop around, perhaps local used car dealers might have something which fits your budget and is in reasonably good condition.
If you re looking for a new car, I think the Mahindra Reva is a gearless car. It runs on electricity too, so you don't have to worry about rising fuel problems. However its not available in all cities, and that seems to be its only problem. Its currently available in only 10 states, and not all cities in these 10 states. You might have to stretch your budget a little. Talk to them. Perhaps they might throw in discounts, since you are handicapped. Finance options should be available. If not, a used Reva, then?

A new one is always better, but if you can't afford it, then I guess it is just wishful thinking. You could also look at other used automatics. All the best.

in case you're thinking paying for the main inexpensive automobile , NANO is a secure guess. yet i could advise a Maruti 800 or an Alto using further comforts , reliability and that they are very affordable thinking their advantageous factors
