If you capture video in 720p or less, then Is it possible to make a DVD or any kind of video in 1080p and 16:4 format?

Yes, kind of.
You would start a new composition set to your 1080 specs.
Edit in your smaller footage.
Then Scale it up to fit the frame as you like.
Keep in mind that 720 X 480 is a DVD standard.
Normally, upconverting yields mixed results.
The surprise comes from upconverting good old DV (MiniDv tape based video). This format gets a better data rate than any consumer HD camera and is uncompressed in the brightness channel, the most important for visual quality. Well shot DV footage will look great upconverted to 1080 and can even be used in Blu-ray videos on larger TVs and projection screens.
