Statistics Problem (finding significance between two percentages)?

Ok, so here's my problem. I'm terrible at statistics, but I'm trying to work out a problem nonetheless.

I've got a percentage from a huge sample (in the millions) and I want to see if there's a statistical significance between it and a percentage from a much smaller population (only 84 people). How would I go about doing this? Please be as detailed as possible- like I said, this stuff goes right over my head and I want to be sure I don't miss a step.

    What I remember from stats 101 is ... nothing

    I recommend you to do some proportion testing. It has something to do with sampling a selective population of A and a population of B out of the total population blah blah blah....

    Sorry thats all i can remember out of the 6 month unit LOL
