When rebooting, as the screen is starting, press F8 RAPIDLY.
When the next screen opens, arrow down to "Safe mode with command prompt".
Next window - type sfc /scannow and press enter. After the scan is done then restart pressing F8 rapidly again. This time, when the screen opens just press enter.
When your desktop appears, run your AV program(s) and restart.
Email me if needed.
Good Luck!

before you reinstall the OS, try this:
get some free antivirus/malware software (AVG is a good one, or even a trial version another one) and download it (in your case you would need to use a friend's or library's computer.) to a USB thumb drive.
reboot your computer into safe mode (if you dont know how to do this, add details letting me know)
install and run the program, doing a full scan of the entire system.
If this still doesn't work, you have yet another option: a bootable CD
Again, a friend's or library's computer may be needed.
download an ISO image file of a bootable CD ( http://www.techmixer.com/free-bootable-antivirus-r... )
burn the image to a blank CD (for this you would need a CD/DVD drive capable of burning, most new desktops and laptops are capable of this) (you would also need to download and install software for burning images)
boot your computer using the CD and run the antivirus program. this option will allow you to detect all the malware/viruses on your computer and remove them completely, it also requires the most work, however.
If you have questions or need more detailed steps, feel free to shoot me an email

You have a virus. You will need to reinstall the OS, get all your goodies off first or you will lose them. If you take your machine to a shop, tell them to save your goodies, and I will bet new York to a brick you have a useless free AV
