Concrete building marked dangerous RF energy inside, on mountaintop...?

Okay, I know it wasn't county owned because it wasn't fenced off, and no signs indicating. No company logo on the building. No slot for a disconnect pole. Just a normal 200 amp disconnect service and a small sign on the door that said "dangerous RF unsafe for humans to enter"

Not visible from the roads, and isolated on a wild mountain.

Do they have cell towers like this? Or what could it be? It had in-ground feeds and no overhead lines.

If it was unsafe on the inside, what are the chances that I was unsafe being outside the door?

The structure was small, maybe 4 ft by 6 feet and 8 feet tall.

What do you think the building is for? What is likely inside of it making RF energy?

Update:

The building has absolutely no visible antennas on or anywhere near it. It is a plain cinder-block structure with a painted steel door, and an in-ground electrical service with a 200 amp disconnect on the outside.

It's been a week though and nothing bad happened to me, so I suspect it's safe to walk around outside of it... Just seems hard to believe that dangerous energy is somehow made safe by the passing through concrete. There must be an additional barrier inside or is it just about proximity to the source?

    The concrete building you describe may have been a repeater station for radio operators. Inside the building you'll find receivers and RF transmitters. Here is a photo set of such a tower near my house:

    Probably it was used by some of these cell phone companies before,because RF stands for redio frequency.It can be a health hazards like asbestos.It can also be a dump of some hospitals,dentists or can also be an abandoned pilot guidance system...
