Sorry to inform you, but you have a very nasty rogue virus. This virus conforms to the specific OS you are using, so it doesn't matter if you are on Apple, Linux, MS or whatever. It attaches to and changes the registry keyfiles. It disables your Windows Defender, and most anti-virus programs, like NAV, so that you cannot turn them on or update them. It has a keylogger embedded in it, and will hijack your system if not immediately treated.
The quickest and easiest way to circumvent additional damage is to do a system restore to a point at least 2 weeks in the past. However, this is not a 100% guarentee. You still need to download a spyware detection program and run a deep scan of your system. Many, like Lavasoft and Spyhunter are free, although you will have to pay for a removal tool (generally less than $50). Also, I recommend robust AV programs, top of the list being AVAST, which, imo, is far superior to NAV.
Once you have restored your system to an earlier point, run a full, deep scan by both spyware & anti-virus programs, you should be OK.

Start your computer in Safe Mode (press F8 as your computer is booting up, should give you this option). This only starts the basic files need for windows to run. Look through your files (documents, temporary internet files, etc) for any thing suspicious with the Win 7 antispyware name. Delete it. You should still be able to access the internet in safe mode, try to download macafee then run a scan. I would run one in safe mode first then one out of safe mode just in case.
Not 100% sure if it will completely fix the problem but it should help.
I also suggest downloading Malwarebyte's AntiMalware. It is a very useful and free scanner that picks up all sorts of malicious software.

(Re-posted my answer, since I recently answered a similar question like this.)
Hello there! Win 7 2012 is a scam and is an annoying popular malware/virus! I just got it both on my laptop and desktop unfortunately on the same week. I don't think spybot alone can remove this malware/virus. (You will need an anti-malware program which the following website provides you with.)

this website is a life saver and very simple! I completely removed the annoying virus from my computer.I warn you though, somehow after removing this virus. It seems to damage your window firewall and your antivirus firewall which I can't seem to fix. The virus is gone, but it leaves your vulnerable and unprotected...Hopefully I can find someway to fix this!

Here's the removal procedure for that:

Since you're on a library computer you should copy the instructions for reference.
If you have some kind of removable media available (like a USB stick) and are able to download at the library, you'll be downloading some programs onto your removable media and running them on your infected computer.
If you don't have anything to download onto or can't download at the library, print out the instructions anyhow and try to run it on your infected computer in safe mode *with networking*.
