Is running camera wires through rim joist allowed?

Cameras are to be installed on a deck. The wires will be run back into the home under the deck, through the rim joist into the basement and on to the recorder. A 2" hole will be made for a metal pipe half way up on the 2x12 rim joist. Going through the block basement wall is not desired as a built in brick fireplace in on the other side of the wall. Another option would be to cut the hole at the very top of the block wall, going under the 2x12 rim joist. State of Maryland for codes involved. Looking for the best way that meets code. Thanks

Penetrating a rim joist is usually not an issue. Rim joist penetrations are often used for things such as hose bibs, venting, and other utility functions. I fail to see how running camera wires through the rim joist would be any problem as long as proper weather sealing is maintained.
