I live in Washington and i plan on buying a car, $700 cash. Do i have to have insurance to drive it off the lot? or can i just go without insurance, i'm not financing or anything, paying full price.

A $700 car won't last long enough to need insurance, but it is required by law.

ANY and ALL motorized vehicles need atleast Basic Liability in order to be driven on the road. You Must have insurance to Register your vehicle. Driving it off the lot without insirance means it's not registered and you will be ticketed and towed if caught. Cost of impound and tickets will likely be the cost your paying for the car.
What would happend if you got into an accident on the way home from the lot to park it in your driveway untill insured? If you hit a BMW or Mercedes or hit a pedestrian, you would have to pay all of that expense out of pocket plus you'd be arrested, car impounded and atleast 2 major tickets written if not 3.
Insurance is to protect YOU and the Innocent people you hit(if it were to happen)

You need insurance before you move it one millimeter. Get the description and VIN from the dealer, call an insurance company, get it insured, then drive it. It is not so much as whether the dealer will let you drive it off the lot uninsured or insured but rather that you would be extremely foolish and breaking the law to drive it off the lot or anywhere else uninsured.

Legally, they can't allow you to drive it off the lot until you have an insurance policy, because an uninsured vehicle cannot legally be on the road.
So yes, you'll have to take out a policy before you can drive the car off the lot.

Yes, you need insurance. You probably can't get it registered through DMV without showing proof of insurance.

Its illegal to drive any car on a road without insurance, so yes, you need it.
