Last time I responded to you, you called me a "liberal pet". I don't think this time will be any different, but please at least consider this.

Let us look at the Bush vs. Obama question by relating it to something we all should be able to understand: cleaning. A child (Bush) can make a mess a lot faster than a maid, parent, guardian, or other adult (Obama) can clean it up. If this child devotes 8 minutes to making a mess, the adult will reasonably take longer than that to clean it up. It is not reasonable to expect the adult to clean it up in just 3 or 4 minutes.

You called me a democrat/liberal, but I am not. I am an independent, and I actually tend to swing back and forth depending on the issue. I do not even agree with much of what Obama is doing, but I am tired of people setting unreasonable expectations. It is ridiculous that we live in a day and age where candidates have to exaggerate and even lie to get elected. No person will be elected without stretching the truth--that is how our culture works.

You are here, asking rhetorical questions. No matter what people say in response, you will select the answer that most agrees with what you already believe. Taking a step back, this is actually a reasonably intelligent way to spread awareness of what is going on in our government. Most people in modern day America either don't know or don't care what is happening. They just blame the country's problems on whoever happens to be "in charge". This would work, except that the president isn't really in charge. Obama has been blocked right and left by congress such that he cannot get anything done. This is not to say I agree with everything he does, but I feel kinda sorry for him. I applaud you for at least caring what happens in our government. You are here on yahoo answers, reaching a reasonably large audience. I wish that, instead of asking petty questions that are purely negative, you try to address real issues and raise awareness of things we have a power to change. If you think you are better than Obama, suggest alternatives. If you disagree with our government, do something about it other than complaining. If you think these questions make you clever, I assure you that you are just as predictable as any liberal.

As you your actual question, here is a time I disagree with Obama. I agree with that part of the bill! Even so, I understand how Obama can say he will not necessarily follow it. It is his constitutional duty to advise congress to the best of his abilities, and the constitution overrules any particular law. Ideally this bill, now a law, would not include any phrases that could potentially clash with the constitution, and if the president felt it did, they would be removed. Unfortunately in modern bureaucratic government, if the president refused to sign it and sent it back, it would take an absolutely ridiculous amount of time to get things done. Time is money, too, and so he is left making concessions. Not getting things done is something that many people are unhappy with him for, and so now he is making an effort. He just can't win.

The President does not have line-item veto powers, so he either has to sign the entire bill, or veto the entire bill. The part he is stating he may not follow are only small portions of the overall bill.

Congress can't stop him from fulfilling his constitutional responsibilities with a spending bill. If they don't like gun control they should pass a bill specifically banning the federal government from engaging in it rather than trying to defund it in a spending bill.

I think that using "signing statements" was something that he promised not to do back when he was running for President
