How do you see the PMLA (Amendment) Bill, 2011, in Lok Sabha being passed without any discussion?
The Prevention of Money Laundering Act (Amendment) Bill has been passed without discussion in the lower House of Parliament while the LP Bill was discussed for 11 hours!
While the LP Bill expects to investigate corruption and book the corrupt, the PMLA Act would verily close the doors for committing corruption from the top brass who get their kick backs from business clients etc outside the national boundary and surreptitiously bring them home later through binamis in the name of some ''business'' transaction, as white money!
So it is clear that the crorepathi MPs who predominate the House are not serious about the provisions in the critical Act! We don't know if even the LP Bill is opposed on some plausible grounds only to annoy the ruling party rather than for any genuine amendment that would make it foolproof!
OK, what is you take on the way the MPs pass the crucial Bills?

Two line answer without long stories...
Because that bill is not politically sensitive. Ombudsman bill is political sensitive and no party can allow ruling party to take credit of this bill thus this bill is gone to cold baggage.

The LP bill was waiting for decades and so is the Women Reservation Bill dragging on for years! But the PMLA has been passed without discussion in the first stroke! Appears odd in spite of the seemingly "strong" provisions like confiscation of the suspected wealth so ''laundered'' (whitened) etc in line with '''international'' norms! At least a few appreciative comments or an objection on a comma or semicolon questioned to show that they had read the Bill! Yes, it is odd and evidently not of any scare to the MPs!
In a country where the highest corruption is so easily dragged for two terms of the rulers and all exposures of suspect motives simply dismissed by the PM himself, till the apex court took cognizance of the offense and where another Telecom Minister with dubious roles in office is still at large, what fears would the MPs have about the laws? Just a 'good' rapport with rulers would meet the requirements for adequate delays to tamper with evidences! No law would deter the leaders as long as the like of UPA is in office!
But whoever dares to antagonise the rulers would have to brave the actions of enforcement depts! Like the Rajasekar's son in AP or the anti black money activist Ram Dev or the members of team Anna, not to mention the cursed saffron groups! LOL!

Most of the time is alread lost in walk outs and adjournment of the house. In the balance of limited time, the ruling party manages to push a lot of Bills which the honourable MPs have neither the time, interest nor the skill to analyse and discuss in the house!
As for the particular Bill you mentioned, the provisions do appear very effective as usual but the enforcement of legal provisions in the oucntry is too lax to affect any deviant and the money launderers are very elite people spread right upto the top levels in every party! So no fears for anyone!
note that major opposition party (whose leader took Rath Yathra to sensitise people about recovery of the tainted wealth of leaders) itself didn't discuss the clauses under Amendment, nor the champions of common people - the Communists!
And we have to depend on these Representatives of People to gurard and govern this country!
