Try talking to her in person first! It's gonna be awkward going on a date if you guys have never talked in person before. Try talking to her at school, and if she goes to a different school, invite her and a group of friends to see a movie or something.
Once you guys are warmed up to each other, just tell her how you feel! Trust me, you'll regret not saying anything.

Just say you gotta tell her something. then say you like her, everything about her, and ask her out. easy...

invite her over for drinks if shes over 21. and once that happens itll be easy. just wrap up.
