Possible registry problems.?

Yesterday while at work my power went out and upon restarting my computer I have noticed that any program (from Firefox, Google, Guild Wars to just about any computer program) I try to open opens a window asking me to Choose which program I would like to use to open the file. I cant even open System Restore because I am not sure which "program" I would pick to open the thing with. But I am wanting to avoid restoring if at all possible. I think it has something to do with my registries but cant even open that to have a look around. Anyone have any ideas how to fix this problem? Thanks!

Update:

I have actually looked at that answer before and downloaded the program listed by one of the people but after downloading it and trying to open it I get the error : " C:\Documents and Settings\HP_Owner\My Documents\Downloads|PcPerformer_GN.exe Application not found" so it wont let me install it. The other programs and suggestions are for people with windows Vista. I do not have Vista. I have Windows XP. Also this is not from a virus so downloading a virus program to "fix" the problem wont help. This was caused by an unexpected power outage which turned off my pc without properly shutting down everything. Thanks though :)
