if i buy a transfer cable can i transfer the data from my xbox 360 slim 4 gb which doesnt have a hard drive to a new xbox 250 gb without a hard drive or just how does it work?

The easiest thing to do would be to use a USB Flash Drive or Hard Drive.
Connect it to your 4 GB, copy everything to the USB drive, then plug it into your new Xbox, and copy everything again.
