I can't install Itunes onto my Dell Inspirion Mini?

When I download the most recent itunes application from Apples website an error message pops up.

The message reads the following: The installation package could not be opened. Verify that the package exists and that you can access it, or contact the application vendor to verify that this is a valid Windows Installer package.

I have tried using a usb flash drive, however the same problem occurs. I have had this computer for about two years now and I have never been able to get itunes on the computer. My other computer recently crashed due to an old hard drive. Now I need a new computer to run my itunes off of.

P.S. I have tried deleting TEMP files to eliminate any confusion the computer may have with previous files.
