Jagex stole my money?
I paid for 1 month of membership and it said that it failed so I tried three more times and still nothing.
I go and look at my bank account and four payments of ($5.95) was pending. Will this cancel? Are they trying to scam my money?! They sent a message to my account saying no money was taken but the bank statement shows otherwise.

Tell the bank to cancel all the transactions. If you don't then you lose all that money. Also you can try emailing Jagex about your problem and they may help you.
