no. most face primers are made of emollient substances to smooth out the texture of the skin. if you put a face primer on your eyelids the eyeshadow would crease like craaazaaay and it wouldn't make the eyeshadow more vibrant like a normal eyeshadow primer would because... most face primers are clear

Yup! I do it all the time especially when I run out of my eye primer. However, an eye primer will make the eyeshadow stay on a little longer. (unless you get a cheap eye primer like the ones from elf).

I think it can! I know some people mix their face primer with a little bit of foundation or concealer and use it as eye primer.
