Buffalo, New York
The same effect that causes us to get Lake Effect Snow (we actually get a lot less snow than many other cities, such as Syracuse, NY) causes something called the Oasis Effect.
The Oasis Effect serves as a sort of break on the clouds and storms coming in when the lake is colder than the air (all summer) As a result, Buffalo is the sunniest city in the Northeastern United States.
Like your weather hot, but don't want to pay a million dollars to cool your house? The same techniques that keep houses in Buffalo warm in the winter stops your cold air from blowing out the door. Not that it matters, because while many summer days will be in the 80s and 90s, most summer nights go into the 60s. Perfect for sleeping weather. Oh? And hate the 100s? The hottest temperature ever recorded, even in the hottest summers, has been 99. We've never officially broken 100 at the official weather station at the airport.
Lastly, take these facts with you: There are more days over 60 in Buffalo in a year than there are days with snow on the ground. Historically we're below freezing for our average high for less than 2 weeks a year, although our winter storms can be intense (but we have the equipment and technology to deal with it.)
You can argue about living in a city that's poor, a drinking city with a sports problem, a city with terrible winters, but you can't argue against our summers, which is what some of us live here for.
Also, where in the world can you walk 10 minutes from work and enjoy champion quality bass fishing, drive 20 minutes to see one of the world's natural wonders, drive 20 minutes to hunt deer or fish for pond fish like bullhead, drive 30 minutes for a world-class amusement park, go to a museum and see works by the masters or even visit buildings by Frank Lloyd Wright, some of them for free, some of them being used intentionally. Like theatre? Guess where a lot of Broadway plays premier (and a few come to die) Prefer your plays in Toronto? Take a 2 hour drive, less if the border crossing is good. Prefer swimming or diving or hiking in world famous gorges? We've got that too...

I would say that the best summer weather can be found in Zambia and/or Zimbabwe. These neighbouring countries together formed the original Rhodesia in central Africa. Zambia was Northern Rhodesia. Their summer season stretches from March until the first week in November, when the rains come back. Being landlocked, and a long way from the sea in every direction, they don't have a great humidity problem. It is the humidity problem and getting too darned hot that spoils the summers in Florida, Australia, Singapore, etc etc.
During the dry season in Zam/Zim you can guarantee that every day will be a clear blue sky day, and thus a great time for a birthday party when you can plan a great barbecue knowing it will be a great day weather wise. Both countries can grow anything and should be the bread basket of Africa, if managed properly.

The best weather during summer, and, in winter, for that matter is the Hawaiian Islands; the temperature, year round, is usually an equable eight degrees; there is no real winter in Hawaii. With the exception of the Big Island, where Muana Loa has snow, Hawaiians do not know a truly cold winter nor a scorching hot summer.

Definitely The state of Maine. Maine has the perfect average weather schedule when it comes to summer. for about two weeks it will be perfectly sunny. If it becomes to hot, just pick any number of our lakes to go to, or hang out at someones pool. For about a few days the next week, it will rain a bit, which is perfect conditions for mudding, driving, or just having some fun inside. In Maine summer weather has the pattern of 2 weeks of sun and a few days of rain, then it repeats. The temperature is always just right. Not to mention summer activities in Maine is accessible thank to such perfect weather. Hopes this helps.

I've lived in the Seattle WA area my whole life and summers here are wonderful. I know everyone thinks of Seattle as gray and rainy, and that's true from about October through April. But summers are beautiful. Temperatures are generally in the 70's and 80's so its warm enough to enjoy outdoor activities but not too hot. It rarely rains in the summer and with clear skies most of the time you can catch great views of the Olympic mountains across Puget Sound or Mt. Rainier to the south-east. If you're an outdoor person who loves to hike, camp, fish, etc there are hundreds of options within a 2 hour drive of the city. You can be at a beach one day, and camping & fishing along a quite mountain stream the next day.
Summer in Seattle (& vicinity) is beautiful and its a well-kept secret thanks to our reputation for gloomy rainy winters.

I think the best summer weather is found in southern France or in the north or middle of Italy. Just the right weather conditions there for me.

In the north part of Brazil; it has tropical rain forest and it is right under the equator.
The Democratic Republic of the Congo (it's a country) in Africa, also right under the equator.
The equator is the range on Earth that the sun emits its rays most directly at; also making it the hottest range.
The two countries get high temperatures of 90s of degrees year round. While some places that get 100s of degrees usually cool down to 70s at some point of time.
If summer weather meant high temperature, then that is what I am referring to.

LOL @ Hawaii answers. Id rather go there during the winter or something.
But San Diego has the best weather. A typical Summer day in San Diego is a clear sunny 78F degree day with beautiful people and beaches. Not too hot at all.

The fifth sub-basement down in the Vatican, if U can tolerate book mold. Else under a rock at Stonehenge or on that Eastern Island -- just watch out for snakes.

In the Southern Part of INDIA i guess...right now,as i check on weather websites,it is showing 25 degrees in Chennai..
what else you would want,plus there are beaches to have a ravishing Sunbathe.

Well my answer is Maine. I visited some family friends up there once, and it was very lovely. We rented out a beach house for a week. You could walk on the beach and find beautiful shells, sea glass, and also hermit crabs. I even found some fossils of fish and shells. It is always warm, but you never get overheated because there is always a nice light breeze. Sometimes during the day there was hummingbirds flying around. Blue ones and green ones and purple ones. They were quite beautiful. This was when I was young, so I was with my parents. We slept outside on the beach one night and looked at the stars. It wasn't cold at night, either, and there was even some people swimming at ten at night. It really is a lovely place to visit, and I think anyone traveling there would enjoy it.
