Will Libya repay the costs for the NATO operation?

There are no obligations on Libya's part, because it's not like NATO went in fighting on debit. However I would say that they sure could be more enthusiastic about western europe and try to understand that an Islamic party is a step backwards from Gaddafi not forwards.
Unfortunately they are a nation with Stockholm's Syndrome and the prophet mohammed is their captor, so I wouldn't expect anything like that any time soon.

I don't think NATO operate as mercenaries. And last time I check the operation was carried out on humanitarian grounds.
After all you can't really expect Iraq to fork out $1trillion to the US for the Iraq war which some would argue has left the country worse off at least in the short term than when it was under Saddam.

Well, probably not.
The ntc did get gadaffi but ultimately they wound up replacing corruption with more of the same. Look at the twitter feed for the different factions... the cities are now having city council corruption and pockets getting lined instead of infrastructure getting rebuilt.
sectarian aid at its worst.

Many fold in oil and contracts with non Libyan companies. Unless they become islamic at the next election then they may not.
But it was not done overtly to get paid back. It was done overtly for humanitarian reasons and to get rid of a terrorist who, it is said, caused a lot of trouble for other countries and a despot who caused lots of trouble for his countrymen.
