This has nothing to do with the number system. It is all about the idiots who infest this site without paying any attention to what they are doing.

People who vote on Best Answer do so for all sorts of reasons, like doing a favour for a friend, for example, which has nothing whatever to do with the answer being the best answer, or even whether it is correct or not.

Many people voting have not read the question, or do not understand it. They want to gain a point by voting, that is all. So many answers which are voted Best Answer are not even correct.

That is what has happened in this case. The "Best Answer" is wrong ! Notice that the other answer, which is in fact the correct answer, has also got 2 votes, so opinion is divided. We must conclude that the people who voted for the "Best Answer" are idiots who do not know what they are doing.
