Need information about Travel under Joint FEML?

For family who are/were oversea and have used FEML to travel back to the States. Need some advise on how FEML work.

If a family of 3 who are all dependents of an oversea civilian. The regulation said that the civilian is entitled to 1 FEML trip for so many months of oversea posting. Does that mean all family members are entitle to 1 FEML too? Or does it mean that only the employee are entitle to FEML and the rest of the family members must pay for their own airfare? Family members under travel order stay with employee oversea.

Please advise, and if possible, please show the link. This should be under Joint Travel plan of DOD.
