Does my band have to ask another band permission to cover their song?
I want to cover another band's song and I want to know if I would need their permission to cover their song live. My band wont be a cover band.

You only have to get permission if you plan to use the song for "commercial purposes," meaning you are somehow going to profit financially off of your cover version

Definately. That is considered creative property; not only do you need their permission, they may charge you a part of the profits in order to perform it. The only time you do not need to ask permission is when you're doing a parody, with the clear intention that you are mocking their work, not trying to replicate it for personal profit.
