What is the easiest program for creating a webpage?

I am wanting to develop a web page for my business what program is best suited with someone with no experience at doing such a thing i am not wanting to spend a $1000 on a program that i will only use once if you have some feedback on programs that would be much appreciated

    Depending on the size of the project your probably better off hiring a developer.
