is it possible to install Windows 7 on a non-booting Windows XP PC?

I have (or had) a windows XP computer which now won't boot. The hard disk is OK, it's just that I think I ruined the XP OS it had, and I don't have the CD to repair it. I'm thinking of buying Windows 7 and installing that instead to begin from scratch. I'm just not sure if I will be able to install Windows 7 just by popping in the CD into this computer that is at present not booting at all.

PS: If it's any help, right now when I turn it on I just get a message that says that Windows can't start because the file \WINDOWS\SYSTEM32\CONFIG\SYSTEM is missing or corrupt

to sosguy: It's an HP workstation. I also thought I would be able to restore the system from the partition it has, but I've already tried that and it solved absolutely nothing. I'm pretty dissapointed to be honest.

    Yes you can, set the CDROM to 1st Boot in You mother board BIOS and put in the install cd. Then the next boot it should start up the cd. You would then be in the installation.

    It does indeed sound like XP file system is corrupt. You should be able to restore your operating system from the hidden partition on the hard drive. Since you did not post the make and model of your computer, you could Google "factory restore" for it.
