An optometrist justs deals with basic issues, such as short sightedness. An ophthalmologist is for diseases of the eye and other more complicated stuff. I guess your doctor wanted them to sort out your blacking out and seeing sparkling lights, as this is not something which can be cured by glasses, which is all an optometrist do for you.
