what should I think about before moving to China?
I think my paltry 400 usd stipend a month will be enough to cover some costs while I plan to teach esl is that enough?

If you're planning on moving to Beijing $400 USD per month (2,524 RMB at the current exchange rate of 6.31) you will NOT survive in Beijing. Food alone has gotten very expensive and your rent alone (IF you are going to live in or around Beijing) will bury you financially. Who in Beijing is offering such a low salary?
How many hours are you teaching? Does the school provide housing? Does the school pay for your heating? Electric bills, gas bills and water bills? Does you contract allow you to do side gigs? Do you have a contract? More information is needed to give at least an educated guess on what you are asking.
Edit: However, you should clarify what your salary will be from teaching ESL here in China. A salary of (example) 9-10,000 RMB per month along with your US supplemental income of 2,500 (+/-) is doable.
In my humble opinion despite being a carpenter, it more than likely won't be possible to do that here. As far as my six years of experience has allowed me to understand, a "foreigner" will not be hired to do the work a Chinese person can do. It could be seen as taking food out of the mouth of a qualified carpenter here. ANYTHING is possible don't get me wrong. I'm sure your talent would be appreciated but I've never seen it done.

Where in China, why? Do you have a large enough bank account to start over or a promised job?
Think about these questions and survival once there.

You should think about how it's a communist country with a totalitarian government that restricts basic human freedoms and rights.
And also about how many native Chinese desperately want to get out of their country and move somewhere where they can be free.
And then you should think about all the other, better countries you could move to besides China, then reconsider your decision.
