i was in a situation where i got be hind with my rent ,as i forgot to apply for the rebate ,so i was paying it back and was doing it by direct debit.one day i got a letter from the council saying i was behind with my water and sewage tax,i had forgot to take out another direct debit for it.so i went down to the office to sort it out and asked for all the details ,and then the gent dealing with me said they had been taking rent from me when i was on rent relief payments and pay no rent .then he staggered me by saying i was over payed by £1600less the water tax i was due.how many times has something like this happened to someone else,that is never reported?

All priority bills such as gas electric council tax water rates mortgage or rent must be paid come what may. You can find yourself in a mess otherwise,

paying rent & taxes are a part of life and if you 'forget' you will be penalized there is no getting away from that. Its not difficult to set up direct debits to pay rent / power / tax, that way there is no forgetting.
And there is no fraud so your headline is misleading.
