Why would a brand new car need the rotors cut?

I was about to buy a new car but the brakes were pulsating. The dealer told me he had the rotors cut and that the brakes are fine now.

Does this make sense to any of you car buffs?

    If the car had been sitting for a while in damp conditions there may have been a slight rust build up on the rotors.

    Absolutely not! The rotors were warped or there was dirt between the rotor hat and wheel hub. Move on to another car.
