What is a good brand of makeup for sensitive skin?

I have dry, sensitive skin and easily irritated eyes...I feel like I've tried it all, and I'm definitely open to suggestions. I've tried Clinque and oddly enough (since it's suppose to be hypoallergenic) it made me break out. Almay seems to work ok, although their foundation is a little to heavy feeling for me...I want to find something that is light weight but still provides fairly good coverage (I don't want to look cakey or over done, just be evened out well.) And also, my eyes are super sensitive! I finally found a mascara that doesn't bother me, but I'd love to find a good eyeliner that doesn't irritate me as well. Currently I interchange using Almay and Maybeline or Covergirl (One of the two though lol) Any suggestions?

P.S. I don't want to use powder foundation bc my skin is dry and also nothing to extravagantly expensive. lol
