Since the "Fewest Answers" list puts ones with no answers first, I suspect these guys of actually deleting their own questions to keep them near the top. They've also figured out that since the question detail is unreachable after the deletion, they want to put all contact information (including phone numbers) in the main question.

At one time, the Suggestions area claimed they were trying to manually remove these things. That might threaten the integrity of the question lists, though. And I don't believe they really ever tried, because every section that was infested with them has remained so.

I tried asking them to replace the main-question text with something like

and offered to provide lists of question IDs, extracted from the page source. (I wrote some software scripts to streamline that.) I was ignored.
