    Well, think about it. The main reason you wouldn't be able to see a planet overhead late at night would be if it's in the same direction as the Sun, so it sets when the Sun does. Which of these planets is always in the general direction of the Sun?

    If you know exactly where to look, Venus is visible in daylight. Therefore, it is possible to see it overhead.

    I realise I am being picky, but it is also possible to see Venus overhead during a solar eclipse.

    The question did say "never", didn't it.
