Who owns the copywrite?

You commission an article to be written about a certain subject for publication. The article is written and paid for. Someone writes to the publisher for permission to use the article. Who owns the copywrite?

Update:

Thanks dakky, that's what I thought. I suppose the author could say " I agree, but want to retain the copywrite"?

If we, the publishers, allowed someone else to use the article we would acknowledge the writer. But is this a 100% must? The author has asked for a Byline. Is that an acknowledgement?

Usually the company who commissioned the article, NOT the writer. The writer sells it to the company, so it technically belongs to them.
