It depends on what your deck is, what your play style is and format (Standard, Morden, Block, etc). Since you provide no such info, below are some general suggestions to deal with Arrest with Standard legal cards. If you play other formats, then there are other options.

    1. Arrest is an enchantment, so you can use anything that destory or exile enchantments

Example: Demystify (white instant), Leonin Relic-Warder (white creature) (this is good because it exiles Arrest and provide you a body), Acidic Slime (green creature)

    2. Use Hexproof creature: creature with haxproof cannot be targeted by spells and/or ability your opponents control; therefore, your opponent can't enchantment any of your haxproof creature with Arrest but you will still be able to pump, equip and/or enchant your hexproof creatures.

    Example: Invisible Stalker, Lumberknot

    3. Bounce your Arrested creature: You can return your Arrested creature back to your hand and Arrest will be sent to your opponent's graveyard. Then recast your creature.

    Example: Saving Grasp; Silent Departure

    4. Counter Arrest when it is a spell on the stack. When your opponent cast Arrest, you are given priority to respond to it.

    Example: Cancel, Dissipate, Frightful Delusion

    5. You can use protection. Since Arrest is white, all creatures with 'protection from white' cannot be enchanted with Arrest. Even if your opponent somehow find a way to enchant Arrest on a 'protected' creature, the enchantment will 'fall off' and send to your opponent's graveyard.

Example: Apostle's Blessing, Phyrexian Crusader, Stave Off

    - You can use Apostle's Blessing on your Arrested creature after Arrest is enchanted on your creature. When you cast Apostle's Blessing, you have to choice 'target creature' which should be your Arrested creature. When Apostle's Blessing resolves (assuming your opponent does not counter this spell), you choice 'white' as the colour. (Note: since the text say 'colour of your choice' not 'target colour or your choice', therefore, you don't choose the colour when you cast Apostle's Blessing.) Once Blessing resolved, due to state-based action, Arrest is put into your opponent's graveyard. (Note: State-based action is an action that no player can respond to. You can respond to spells and/or abilities, but not state-based action.)

If you are looking for more options for other format, you can search the offical MTG database online for cards: http://gatherer.wizards.com/Pages/Advanced.aspx

You can filter by colours, format, card type or even put in keywords under "Rules Text" to narrow down your search.

    "Enchant creature

Enchanted creature can't attack or block, and its activated abilities can't be activated"

Is that the card you are talking about -- if so that really isnt a bit deal.

There are hundreds of ways to counter that -- from disenchant to boomerang --- or you could simply counterspell.

Arrest is just a weak version of terror -

    Blue: Any counter spell

Green: naturalize, krosan's grasp, nature's claim, etc.

Red: there are a few cards whose names I can't remember.
