It's normal.
I'm Indian and I get a runny nose too after eating hot spicy food. I don't seem to have developed a high tolerance.

Sounds like you're having a somewhat stronger but my no means unusual reaction to capsaicin, the chemical the that is responsible for the heat in spicy dishes. I don't experience red lips, but a runny nose is a natural reaction to capsaicin which your nasal passages treats like an irritant so it tries to flush it out. Feel free to keep eating as long as you feel your stomach can handle it.
