Yes. I was just on the H & R Block website get a estimation of what my tax return will be and there was a place there where you enter you child care expenses.

If the child under 13, if the parent works, if the parent owes tax, if the parent is the custodial parent and it's their biological child.

Yes. I have had childcare costs 2 years in a row, and claimed them every year. If you are taking your standard deduction it wont make much of a difference though.
