Has this ever happended aside from the Miami Heat?
The Miami Heat's starting lineup features the Big 3
Chris Bosh
Dwyane Wade
Lebron James
These 3 players were also teammates in the STARTING LINEUP of 2007 NBA All-Star Game.
Has any other group of guys been in the starting lineup of the same All-Star team and Regular NBA team?

Well, Wade, James and Bosh weren't on the same teams in 2007, so you are comparing apples to oranges.
But, to answer your question...
1954: 3 Lakers
1955: 3 Pistons
1956: 3 Pistons
1957: 3 Celtics
1958: 3 Celtics
1959: 3 Hawks, 3 Celtics
1963: 3 Celtics
1966: 3 San Francisco Warriors
1977: 3 Nuggets, 3 76ers
1983: 3 76ers
1986: 3 Lakers
1990: 3 Lakers
nothing since then. That just shows you that there is much more parity in the teams now. Not just 3-4 that dominate the entire league as before.

Yes. The Celtics in the 50's consistently had three all stars on their team and in the all star game line-up. In fact, they had more than just three all stars on their team, they had seven and even eight at one point. And they did this IN THE SAME SEASON. I wouldn't be shocked if the Pistons had done it either back then or the Lakers or Knicks even. And I'm sure if you go back to the 70's that the Knicks, Lakers, Hawks and Celtics did it then too. Yes it has happened before and way before the Heat set up their team of "super friends". Back when teams drafted their talent as opposed to shelling out millions for these guys.
Warriors did it in the 60's too. Thank you Charles. Educating the youth that haven't looked up NBA history apparently.

The 2004 Lakers had Shaq, Kobe, Payton, and Malone. All four of those guys were starters in the 1998 All Star game.
Three Lakers started in the 1986 All-Star game (Worthy, Abdul-Jabbar, Johnson)
Three 76'ers started in the 1983 All Star game (Erving, Malone, Cheeks)
